I live in Switzerland so the freshwater gets pretty cold in the winter ;) Can't comment on the sea...

I swim year round in regular swimwear, occasionally with floating ice. I find it much easier to swim 'proper freestyle' without a wetsuit, otherwise the difference between my fairly warm body and freezing face is too much.
For me below 12 is when it starts to get interesting. Some people rate neoprene socks and gloves but I find them a bit of a faff.

If you keep swimming outdoors fairly regularly, you should be fine in trunks pretty much year round in the sea, or until close to Christmas in freshwater.
