On a cheap end you get ergotec with their adjustable height ones that come as a quill/31.8mm variety. On other end of spectrum you have Vo, nitto, crust. Aliexpress has some bootleg versions of whatever fancy neo retro thing with hidden faceplate if you like gambling. I would go with nitto.

Was there ever a mass-produced 1" stem that accommodated 31.8mm bars? Suspect not.
