sandblasted frame hole - problem or rideable?

Hiya, I had a Genesis Fugio frame powder coated by Steve at Aurum and he noticed (caused?) a small hole in the sea tube - does anyone know if this falls into the 'its fine ride it all day' or 'certain deathtrap' category? I took a pic down the seat tube and you can see some rust - I don't know if this is normal or not. Some advice welcome!

I wouldn't sweat that if I noticed it on my frame, but would keep an eye on it for a while.

I'll only chip in to say - there's no significant rust on the inside, so what caused the hole?
