My wife's bike got a new rack yesterday. The basket alone wasn't enough carrying capacity so the Surly rack was a good option to add some big panniers for groceries etc.
The plan is to get a bigger Manivelle basket as well, through @Tijmen and have him make a framebag and a basket bag for it.
I am going to make a rear rack for my cargo bike so I can use the panniers as well.

This is interesting, I was looking at the Manivelle stuff for a 26" commuter bike I'm building up for my partner. Will pull trigger for the remaining parts in 2 weeks or so so I can have it built for when she starts working.
What is the timeline for the Manivelle x Wit Slingers collab?

There are a couple of ideas, but I haven't had the time to come to decisions though. Basically there are three designs and I'm not sure what to go for. Let's pretend all of you are consumer research panel.
Option one is a very simple market tote, this first version was pretty good but I'll make it a bit taller and add a buckle for the option of pulling the top together / making a roll-top.
Option two is the basket tote I've been using for the last 2 years or so, it's very similar to the first one but it has a zippered top.Option three is taking my messenger bag inspired tote and giving that basket proportions, it's a bit nicer with its lining and internal and external pockets, chest strap etc, but maybe overbuilt for a basket bag. Outer Shell has just released something similar, so maybe there's a market for it.
In all cases I don't believe in overly rack specific bags. Every version would come with a strap that lives on the rack permanently, which in my opinion is enough for keeping the bag in place and also comes in handy when transporting other things in the basket.

All very nice, but 1 with a roll top works best for me. I always over stuff shopping bags.

Yeah I feel like bag 2 sort of falls in between, and I will probably offer the simple one as a shopping tote and the last one as more of a commuting type bag. I'm just not sure what the basketpacking crowd is into.

I have the usual Wald on my T1000 commuter, but not ideal as the shift padles hit the top of the basket and the handlebar actually needs to go lower. I was thinking of cutting the top off so in an ideal scenario the bag attachments to the rack would need to be kind of adjustable? Does that make sense?
I just use on old rolltop backpack whith about the same dimensions of the Wald for it. It holds anything from lunch, snacks, coffee thermos and a 1l Nalgene to the previous combined with a full set of clothes, workshoes and a laptop. Keys, phone and lock go into a stem bag.
I have been wanting a "do-it-all" bag for a long time, but I just don't know if it's feasable, use cases are all over the place. A 3-way rolltop tote with diagonal messenger strap and a possibilty to use it as backpack straps sounds ideal for my use case. (Added bonus would be suitcase trolley loops for airline travel) So you would be looking at a hybrid of all 3 designs. So you would need an internal padded divider for laptop and accessible pockets inside and out.
My partner would just need to stack some A4 binders, office supplies, water bottle, keys, phone and some other things women tend to carry. So it would just be a large compartment, maybe a divider and an inside pocket. Which would bring you back to design 1 with pocket on the inside.
So I get that it would be hard comming up with something for everyone. But like you said, a more expanded version of design 1 and a rack dimesion version of design 3 (with customisation options) would hit most use cases I think.
