Ideally 'fully' waterproof. Not fussed on material, but would like it to be light and pack down reasonably neatly. Bonus points if it folds in on itself.

You'd be wanting synthetic then, not really my purview, but probably whatever fits in the latest Goretex wonder plastic.

if cheap is the main thing you can get one from decathlon. They do fully waterproof fully unbreathable type things for almost nothing and probably quite decent things for not much more.
Otherwise I saw finisterre had some discount smocks recently if you're an S or M
