Ha, funnily enough I bought a load of stuff off a chap in Italy a while ago and he done exactly that. I did not complain.
But it’s obvs a bit risky and if it goes missing and you need to claim insurance they will wonder why the parcel was valued at 20 euros and the contents marked as being old rope…

I’m not condoning fraud but I live in Italy and when I get stuff shipped over I just don’t declare the full value..
