That's how I read it as an option if you want to collect in person rather than cash or bank transfer only. Looks like you can pay through ebay with their money back guarantee but does say no returns. Also says frame is registered to the sellers name with Open with decent pics and description including the repair and invoice plus some bike based feedback on the sellers ratings.
