I clearly have no idea what I'm talking about but why can't shoes sizes be measured in cm foot length and width?
Something like:
28-30cm long
8-10cm wide
Seems mental that we'd have daft systems for measuring the shoe when we could just measure the thing you put in them and give a range of acceptable fit.
