There's plenty of data showing that government policies don't have a detterent effect. Many people who need asylum will still choose the UK, regardless of barges and flights to Rwanda. Braverman and her staff must be well aware of this data. The problem with this from the government’s perspective is that most claims get through, and deportation is expensive, and the traffickers still make their cash. To the govt. it’s lose lose. They will tell you that even the bogus or marginal claims get through. Their whole plan rests on making the time between arrival and processing so awful that folks will be deterred from ever crossing the channel.
