It's not just the danger that decreases when speeds are reduced, there is a big reduction in noise and sense of threat on the roads. There was a report during Covid about how the reduction in traffic had a massive positive impact on people's levels of stress, blood pressure, anxiety etc.
There's a 20 limit near me, through an area of park land. Zero enforcement - so it's basically drive as fast as you think you can get away with, and you have the absurd situation of what is supposed to be a park with massive tyre and engine noise and several tons of metal flying through.
