I dont recognize the frame but could be thats its made to be compatible both with normal routing (empty hole on downtube) and a system like FSA ACR (hidden through stem)

after a bit of internet detective work, it appears to be a 'crz ctrl' custom ti frame.
something to do with a guy called coach leian Cruz

that's as far as I could be bothered to look into it
