I run a similar rack sometimes with just one stay attachment (because lazy) that is positioned to the centre of the rack. Mine does attach inside the seat stay rather than outside like yours. The other thing that worked nicely for my front rack was a strip of meccano bought from eBay and bent with a vice then painted.
