Very deliberate. To the readers it's the same as saying V is definitely doping, but without being sued.

Lance went from being average to winning the Tour though. There's no suspicion around these guys. It was also the year after the Festina bust wasn't it when the organisers had said the Tour would definitely slow down as they'd got rid of the drugs... Tour de Renewal... but the average speed was the highest ever - pretty clear indication they'd not got rid of the EPO problem.
