That is the sign that the battery is low, yes.
I personally would give it to Seiko / GS. I don’t think they’ll charge you silly money (relative to what it’s worth) and you want someone that knows what it is and isn’t careless with it.
Assuming it’s 100m water resistant they will also check the caseback seal which will maintain any warranty.
Grand Seiko Quartz has started doing double second ticks, I guess this means I need to get the battery replaced? Do I have to send it to Seiko or...like...timpsons.
