I have just upgraded my GP5000's from 25mm to 28mm and I swear there is a noticeable improvement in speed. Not to mention no 'P' words yet.
Given that you usually pump new tyres up to a decent pressure when you set them up, I'll go out on a limb and say your old ones were just not pumped up as hard by the time you removed them. No way you'd feel the difference in 3mm all else equal
