Is that before you've attempted to true it? As long as there are no dents in it, I've seen much worse pulled back into shape. I'd probably slacken it right off to see the natural shape of the rim before committing, but 25mm TIR in the axial direction and 10mm TIR radial is within the bounds of being pulled into a true circle without unacceptable tension variation.

I think I might know the answer, but is this rim beyond truing? I wouldn't mind it not being perfect of course, it's mostly on commuting duty but would want it to be safe (strong) enough for off road use, too.
