Starmer doesn't have the power to kick someone out of the party, hence Corbyn still being a member but not a Labour MP.
Would it not be the wider party headed by the NEC that makes membership decisions.

The settling of scores in political parties is part and parcel of their function. Internecine warfare is a primary motivation for a lot of people who join political parties.
Labour's problem is that when they do it, it gets reported in the Tory press. Usually when the Tories do it, no-one notices.
