I think that's the idea.
What I'm concerned about is the same thing I was concerned about when Trek started making e-bikes: Trek dealers that have no interest in cargo being strong-armed into carrying cargo not taking cargo seriously. In relation to the cable-steering bakfiets it's especially unnerving for me having worked with a number of mechanics that simply don't put any effort into working on bikes they aren't interested in personally.

Will be interesting to see if they expand the not wanting to repair ebikes policies to include Tern owners who got bikes from them to try and force them into buying the Trek GSDs.
