I think the idea is that you plant the toms into the grow bag and put the pot over the top. Then gradually fill the pot up around the stem where the hairs grow into more roots providing (in theory*) more tomatoes. Maybe the outer pot provides somewhere to water.
*possibly in practice, too. It may well work, I don’t have any data either way.

What's the purpose / reasoning? Just a space thing?
