Daughter is heading to Europe for a year - studying in Germany for 6 months then working in France. For phone is the best option to run a dual sim - buying a payg when she gets to Germany - and cloning WhatsApp to have a local one while keeping her UK number? Maybe there is a way to set the UK sim to WiFi only?

Android Dual SIM phones should allow you to chose what is on / off for each use case. You can disable mobile data for one for example, but all apps will work using WiFi. I would imagine that Apple so something similar, just more expensively.

Is it eSim compatible? Should be, or it should have a second sim slot. Either way should be fine.
I have a second sim for all data/call needs when I am in the US. Works fine for my UK# verified apps.

Cuvva works well, and you can do it in hour increments, so if you're only driving at the start and end of the day just cover those bits.

Is it really your email address? I've got one thats initial.surname at Gmail, and often get stuff for initialsurname at Gmail. I just report them as spam and/or delete them.

Fullstops don't matter in a gmail address. You can add or remove them as you like before the @ and it'll still come to your inbox.
EG:
nef@gmail.com and n.e.f@gmail.com would both land in the same inbox.It's also a handy trick to get extra free signups for stuff by just adding extra fullstops as most places will still recognise it as a new email address.

My small child has managed to snap the footrest on her pram. I've emailed the company but it is a discontinued model so I don't have much hope of being able to get a replacement from them.
Any suggestions on what I could use to replace it? A lump of rubber seems the obvious but no idea what type or where to get it from. Otherwise thinking seatbelt material but not sure the best way to secure that without it pulling through (it's secured by a screw through it). Any thoughts?

Seatbelt material / polypropylene webbing with a washer under the screw head will prevent it getting pulled through. Maybe double the webbing up as well
Try Cuvva (app/website) - if it's a normal car and you're a normal person it should be straightforward and cheapish.
