You can use a single cane creek scr 5 tandem stoker hood.
Or you can use a pair of normal levers and try to remember that one of them does nothing...
Or you can use a problem solvers cable doubler (assuming cable-operated brakes, of course) so that both levers operate the same brake.

That’s what I was trying to think of, cheers! I was also going to investigate just removing the left lever. If I had 3d printer access/skills, I suppose I could fashion some sort of blanking stub like the cane creek hood.
