This is interesting. I have a friend who can be great company over a beer or two, but can be difficult to have a proper conversation with. If I make a point, he'll often ignore it and just carry on with what he was saying as if if I hadn't said anything.
I did a bit of research (aka googling) and thought that he might fall into the sociopath category - or even a narcissist. Here's their summary of characteristics of the two types:

She seems to be conflating SARs - the GDPR mechanism for accessing personal information held by bodies - with FOI, accessing information held by public bodies, and which has a specific exemption relating to honours (Section 37(1)(b), the awarding of honours or dignities by the Crown).
So she can get them to confirm that they have rexords of her name and address.
