Wtd: 24 or 26 inch road wheel

Bought a frame that was supposedly 650c, but the 650c wheel fits in the front with no room for a tyre. I think it's a lopro with 650 at the back and 24 or 26 inch at the front, and now am seeking a road wheel to fit in there. Image attached is the 650c wheel with zero space. Looking for a wheel that fits and ideally 24 spokes or fewer. Alternatively looking to sell this monstrosity of a frame to someone who knows what to do with it...

I always thought 650C rims were the same diameter as 26", same as 700c and 29?

650 597 - you see this size on the older British 'club' bikes
650A 590 - older 3 speeds
650B 584 - the older French touring and now has come back into fashion on off road/gravel etc, also 27.5 which is 584 as well.
650C 571 - Orig for v.large balloon tyres, it ended up being for TT/lo-pro machines.

Then there's 26"/559 MTB and also 26"/599mm on some old US built racing machines

So not all the same diameter :D

Know this might sound daft, but have you measured the front wheel to absolutely make sure it's a 650C wheel?
If it is, then it looks like the frame is for a 24" wheel.

Yeah it's defo a 650c wheel but worth double checking
@sascha also reckoned it's a lopro with a 650c rear and 24" front, but finding it hard to source a 24" front that hasn't been pulled from a kids bike...
