That statement really is a window into his warped brain, presumably because he doesn't have access to spin doctors any more. After going through Covid assuming the rules didn't apply to him, he now thinks the parliamentary rules shouldn't apply to him. Still hard to find a better summary than that Eton teacher's report who clearly had him sussed right from the start.
