The delimiter ebike is classified as a super pedelec which is legal on UK road as long you have license, insurance, tax, motorcycle helmets etc.

We always have a carnage panic when 2 wheelers get faster. Like when L plate motorbikes could do 100 in the '70s and you could buy them without taking a test. Or when rich young men scared the populace back in the days of the hobby horse.
They are about 1/2 the weight of a top of the range petrol scrambler, or 1/3 the weight of a 125cc bike.
