difficult to tell from the photo above, but judging by the chunky tyre and the Moto style foot peg, this could be a surron or similar electric dirt bike.
these are electric motorbikes, they are legal if registered, but the same rules apply as with a motorbike.
I think the mislabeling of these things as e-bikes just adds to the anti cycling rhetoric.

I wonder if this was an e-bike as in e-assist, or another high powered electric motorbike as in the other case.
