I don't think it's a guaranteed DQ, whilst he moved across the road, he did so a) at the front and b) in a consistent manner, so the commissaires may not deem it worthy of a relegation, especially as he he didn't win.
Groenewegen should be relegated for his movement that nearly took out the Bahrain rider.
