I have comfortably fit a 35yo woman on it and ridden about 30km round trip!
Similarly, the dog sits on the front rack, with the aid of the ‘Hundebar’ extension from Sentient Works/Paradise Cycles which is an anchor for a collar harness.
If I had a child I would likely construct a seat of some sort or similarly put a harness on them and strap them in.

.. may I ask, what does the the dog sit in? And could you fit a 7 year old kid in it..? :)
