Guessing some current Ministers have stuff they want to redact, so he can fuck them off by releasing the info unredacted.
Of course, he may provide a fraction of what he is supposed to provide (and need to be chased up for the remaining stuff) but that fact will not be reported anywhere nearly as widely as him being open and compliant is.
