Fairly standard Telegraph, until you realise why the dog's name isn't on his own grave, and has been omitted from the article.
This is hardly anything new; it was even in the 1955 film that was on repeatedly during my childhood. It's probably a good sign that even the Telegraph thinks it's unacceptable to publish it any more.

A loophole allowing retailers to give free vape samples to children is set to be closed under government plans to curb their use among young people.

I doubt the law says "You are allowed to give free vape samples to kids".
More likely it says something like "you can't sell vapes to kids."
Obvious loophole is obvious.

Yes, much like booze.
You can't sell booze to under 18s (not sure if they can still have a pint or equivalent with a meal at 16 - ah yes, see link below).
But you can give children age 5 and over booze at home or on other private premises.
(Obviously shops can't give booze to kids for free, but the point is that a blunt "Can't sell booze to under 18s" doesn't mean that under 18s can't legitimately get their hands on booze.)
