Probably. As long as you accept it’s not a road! I’ve done it 28mm Marathons on a single speed gaspipe klunker, 30mm G-Ones on a fairly loaded geared bike. It was fast and smooth enough for me (kinda boring though). Around Steyning there’s a loose gravelly hill that’s could be a bit shreddy. Nothing before or after that to worry about.

No, it’s an old track bed like the flatter bits of NCN21. You reach it via Shoreham, along the Adur, blah blah until Horsham or on to Guildford, then your preferred route up to town.
