The chances are he was a local who makes the same journey regularly.
If the plod aren't interested, I'd be looking for a discreet retribution. Perhaps a bottle of brake fluid poured over the bonnet or an item shoved up the exhaust pipe. Or even a power drill in the tyres.
Something which hurts in the pocket rather than physically.
