Is it a broken freewheel? Like the cog has snapped off

Edit: that square at the top looks like where a pawl would sit

Yeah, the rectangle bit is where a pawl would sit and the groove around it is where the retaining spring thing goes to hold the pawls down. Need freewheel remover tool.
