His majesty’s fire service is not a thing. Fire and rescue is usually delivered by metropolitan mayors, county councils or Police and Fire commissioners, for example in London it is a service delivered by the London Fire Commissioner, on behalf of the Deputy Mayor for Fire and Resilience.
On the other hand, His Majesty’s inspectorate of the Constabulary and Fire and Rescue Services is a thing (HMICFRS)

Maybe it's because they all serve the monarch rather than the people: his maj's prison services, his maj's fire service, etc..
