Oak Bank must be a reference to Coil's house in Weston Super Mare where they wrote albums like Musick To Play In The Dark, I presume he's trying to conjure a similar ethereal vibe to their music at the start of the track.
Listening to the Surgeon album in greater detail, I'm really confused with it. It's so disconnected, like the weird atmosphere at the start of Oak Bank just stops and some other kind of melodic line starts out of nowhere. Then a bassline starts over the top of that. Then a Detroit style pad comes in suddenly! It's a bit all over the place.
A few tracks are very very samey too 🤔
