I imagine those stakes are for tip over prevention in high winds. Or particularly boisterous weins hooning about the upper level. Either way, I'm not sure how much I'd trust a foot of straight re-bar into soft soil to hold it down. Unless it's in a sheltered area, that might be a concern still if nothing is properly anchored. But, the sleepers might lower the centre of gravity enough, depending how much is used. I am no structural engineer so completely guessing and usually end up over building things. I'm banking on mine being in a sheltered spot with some extra beefing up of the platform/frame to do the same.

I think the soil starts to solidify around 250mm down so it should be pretty sturdy.
Jobs list is currently:
- Add 1 height of sleepers to bed
- Mark out play area
- Remove / skip turf
- Remove top soil to bed being full
- Skip the rest down to 200mm
- Level off with sand / membrane
- Fit a base of some sort - by this point, I should have a really good idea of how solid the ground is / how wet the soil was etc to make a call
- Build play thing
- Fill the rest with chips
- Lie down

I'm suggesting sleepers as I'll have some offcuts that would work. I'm adding another layer to my existing raised bed to put some of the waste soil in so didn't just want to skip them.
It comes with these ground anchors so I can just use those on the sleepers without concreting in then use L brackets / screws to secure the base to the sleepers.
