It's not actually a reamer it be more like a polisher. It'll be like core attached to a drill bit with emery cloth fins. I'm using a low speed drill. I don't need to remove metal as the tube ID is 27.2 just remove the corrosion and make the tube clean and smooth again. When i removed the cheap seatpost yesterday i had to twist it a bit and it left a deep zig zag scratch on the post so something is sticking out a bit although i can't feel it on with my finger. I'm going to be so cautious a few seconds sanding then try seatpost and repeat until it fits as it should. I'll spend a whole day if i have to. It might not take much as even . 1 or. 2 of a mm corrosion build up can be enough to stop a post going in and out. I'd definitely say I'm polishing more than reaming. If after a bit of time it becomes apparent i need any more and any filing or actual reaming is required I'll be straight in touch with Jon Chickens for a pro job.
Please don't try and ream it yourself with a drill and a homemade reamer. That has disaster written all over it.
