I'll answer my own question on Panaracer Paselas just for the record: the all-black versions don't feel any different, as far as I can tell, from the tanwall ones. They're still a supple tyre as the sidewall is quite thin. They are just as comfortable, grippy and fast too and I really wish I'd discovered them earlier. Also for the record, they come up slightly small, the 32s measure 30mm wide when mounted on a wide rim.

Am after a nice feeling tyre for the road and lanes that can also be used on the likes of west kernow way etc. 700c by a maximum width of 38c... any tips?

Vittoria Terreno Zero or Terreno Dry. The former is better if you're riding predominantly on roads, but can cope with bridleways, the latter is better if you're spending a bit more time off road.

Caveat, think I’m pretty numb to tyre feel, suppleness and all those other words people use.
Have had good experience with Cinturato velo and Teravail Ramparts, of which the 38c is closer to 36c.

Vittoria recommended above is pretty good, I'd recommend Tufo thundero too, it's a gravel tyre but it flies on road, and it's cheap

Any recommendations for a decently priced all rounder? Only ridden on gatorskins and cheapo 23c kendas. Looking to change to a 28, would prefer something a bit quicker. (if it exists)

I'm getting maybe double than that in the rear corsa, but I'm skinny, don't commute on it and ride in clean girona roads, hardly any gravel.
