I think money should be made available for football clubs from the public purse if they commit to certain requirements that retain them as a community asset. Things like ownership of ground & facilities, fan involvement etc.
Keeping clubs like this alive provide major lifelines for communities in terms of pure entertainment, employment, social initiatives such as wheelchair accessible sport etc.

It's not super clearly worded in that article, but could it be investment from the council? As in they're expecting a return on it?
