Not coming from tons of track experience here but the best budget option i've tried (by far) were Kinlin XR22's on Zenith hubs built by Arkane. Much nicer than the OTP wheelsets i've tried including Mavic's. Most of my fixed riding is on the road but i have used my XR22 wheelset on the track and thought they were great.
Bit over your budget by AFAIK Borg22 are the same as Kinlin22 and you could probably specify a asymmetric disc rim on the back if it's not going to see a brake (same as my old setup below). No experience with Cycle Clinic builds though
