I'm reading that Picard season 3 is an absolute belter.

Can anyone advise whether need to watch 1 and 2 first, before diving in?

No need, they bin almost the entire cast and the end of season 2 there’s a bit of a timeline switcharoo so that they can start fresh in S3… which isn’t really Picard Season 3, it’s TNG Season 8

Yeah, it's very different from the first 2. I liked them all but 3 is a purposeful nostalgiafest.
