This frame has chunky welds, is very light and is configured for cantis, with thread points for canti studs and a cable hanger. I will measure it in a bit but my guess is 19" seattube. The cable stops are riveted and run along the top tube. It is 1 1/8 head tube so will go with the steel 26" unthreaded fork I also have, also canti/ V specific and in silver. The barebones of a 26" project? £45 Camberwell or Kent
