Heard it again about 10pm last night. The sound of a little owl is a little 'screechy', it's not a screechy noise at all, I said it sounded like a squeaky toy but it's a very binary sound, like a very simple 'eeep' kind of noise, very simple. I'm not very good at describing sounds but it's a lot more simple than most bird calls.
I think it might be coming from the Lea Flood Relief Channel, which suggests waterfowl of some kind, so I'll try and do some listening to waterfowl noises today.
Ever since we moved to our street on the edge of the marshes two years ago I've semi-regularly heard a strange sounding bird in the middle of the night (2-4am ish, and only at night). It seems to be on our road but I've never seen anything, just heard it. It's quite loud.
I've been through this RSPB list and listened to them but it's definitely not any of them:

This morning the other half was watching an Instagram reel of a toucan being petted and it honestly sounds a bit like it - a bit like a squeaky toy (obviously I don't think it's a toucan though!):
