The Decathlon mountaineering down jackets are the best stuff I’ve ever used - had some fancy stuff bought for me from work when I went to a very cold place and I cracked this jacket out in black which performed twice as good for about a quarter of the price - love it.

Budget? On the cheaper end - Decathlon down jacket. Probably my most used item of non-cycling clothing.
