How do I calculate the appropriate chain length on a Brompton?
Going from a stock 2 speed setup with the 54t to an oval 48T.

Oval makes no difference, look up the manual and use the regular 48T chain length.

Compton would be my choice, especially in SE London. They carry a good range of colours, and are happy to swap parts from other stock to get you what you want quickly.

Might be a dumb question so forgive me in advance...
If I am using a flat 'S' bar and I want to switch it out for a raised 'm' bar for a more upright position, can I get away with simply swapping the bars out OR does the introduction of the higher bar mean I definitively need all new cable inners and outers?

Yes cable length is different so new cables are required.
I did the reverse so have a white stem and the M bars should you require.Even if you just swap out the handlebars (and retain the same stem) you might find the brake/gear cable length isn't quite right/the fold won't work.
