On an inbred v-brake frame that has horizontal dropouts could these be used to enable disc brake and wheels?

The answer is in the description, does the frame have the Swap-Out dropout system ?

I couldn't find anything showing what a swapout dropout frame looks like - but here is a close up of the dropouts on the frame I am considering.

UPDATE: I asked the guys at Planet-X/On-One and they confirmed that the frame, "is a singlespeed specific frame, so isn't compatible with the swapout system unfortunately. It's cantilever only, so won't accept disc brakes."
