It's a dimple for crank arm clearance. They look to have badly applied some protective tape over the chain stay

Thanks for the comments on price - I basically looked at what the parts cost new right now and put a decent discount on that. But either way, I'm open to offers if someone's generally interested. Thanks everyone!

It's 4 years old and the paint is quite roughed up. Realistically, a few £100 tops I'm afraid.
