Shaw has his hands out reaching for Mitrovic, it doesn't really look like a push, despite Mitrovic flailing to the ground. If you watch where the ball lands, it suggests he was never going to reach it. This was presumably the judgment made by the refs and VAR. Fwiw, the Fulham player closest to Mitrovic with an unimpeded view didn't appeal for penalty, presumably because he saw exactly what happened.
