about the brake.... If you're not going to change the fork the best option I see is to use a side pull caliper brake. It'll bolt, with a single bolt through the hole the mudguard fixes too.
Your wheel currently looks to have braking surfaces, not like a westwood wheel, and I imagine your new swytch wheel will have too. A brake like this would do it .
