ADS-B Exchange collects ADS-B data and Mode S multilateration from aircraft equipped with Mode S transponders, which is basically all IFR aircraft and a growing proportion of light aircraft. However, there are plenty of remaining light aircraft (including helicopters) which still use old Mode A/C transponders, and they won’t show up on ADS-B Exchange, FR24 etc.

This looks like classic pushing-the-boundaries fuckery. Guessing they were mostly just trolling the drone by doing these 19 passes and fuel dumps, rather than actually shooting at it. Russia gets to claim that no live fire was used, too.
